H.R. 582 correctly identifies the flammability "problem" as homes, not forests

The misused term "resilience" is too often applied to suggest that forests can be, and should be, rendered fire resistant.
Forests have evolved for eons with fire and for ecological reasons need all severities, from hottest to coolest. "Resilience" is a valid term, however, when applied to the real wildfire problem—the ignitability of structures and our considerable capacity to save them.
This legislation provides a real solution to both wildfire preparedness and forest protection.
